Minutes of a Meeting of Whorlton Parish Council

Wednesday 18th January 2012 at 7.30 pm in Swainby Village Hall

 

Present G. Swainson (Chairman) J.Cole, C.Johnson, Mr W. Graham (Treasurer) from 8.40pm.

Minutes of the December meeting

The minutes of the last meeting having been circulated previously were to be amended and signed by the Chairman at the next meeting.

Matters Arising from the Minutes

Swainby Public Conveniences

  • Brian kitching had reported no problems to the Clerk.

 

February Meeting

  • Clerk to contact Stokesley Police to finalise arrangements for a Police Officer to attend next months Parish Council Meeting. Clerk to display a poster in village notice boards inviting residents to write to her with any issues relating to matters or concerns within the village by 15th February. Any letters regarding parking issues within the village to be forwarded to the Police          before the meeting.

Annual Parish Assembly

  • Wednesday 16th May at 7pm.
  • Suggestions for speakers were Caroline Seymour, David Hugill or ask N.Y.M.N.P. if they had someone to speak about Implementing the Management Plan. To discuss further at next months meeting.

Parish Plan

  • To be raised at A.P.A. put on Agenda for next months meeting.

Missing Down Pipes on Bus Shelter

  • Bob Atkinson had offered to replace and fit the missing down pipes on the bus shelter at no cost to the Parish Council. Approval was given for him to proceed.

Planning Matters

  • Application for construction of single storey extension and pitched roof over existing front bedroom to form a garage together with alterations to windows and doors at 14 Garbutt Lane, Swainby. Approved.

Minutes of a Meeting of Whorlton Parish Council

Wednesday 14th December 2011 at 7.30 pm in Swainby Village Hall

 

Present G. Swainson (Chairman) J.Cole, C.Johnson, County Cllr C.Seymour, District Cllr D. Hugill from 7.40 p.m., Mr W. Graham (Treasurer) from 8.30pm.

Minutes of the November meeting

The minutes of the last meeting having been circulated previously were approved and signed by the Chairman.

Matters Arising from the Minutes

 

Swainby Public Conveniences

  • Exemption from paying business rates has been granted until 1st October 2012. Parish Council will then have to pay £555-00 per year. Councillors would prefer not to put business rates on precept.
  • Motion sensors had now been fitted.
  • ‘Loo of the Year’ certificates in both the ladies and gents toilets had been removed and replaced with another poster which councillors had neither been consulted over or had given permission for. These had now been removed.
  • Invoice from H.D.C. had been received for electricity at the toilets. Invoice was for £51.54 covering a 5 week period. Councillors felt this was rather high for such a short period of time. Clerk to write to H.D.C. to query.

Cycle Track

  • G.S. reported on a follow up meeting that had been held on Monday 12th December. The outcome of the meeting was that since there is little prospect of funding a track to the C.C. high standard attention should be given to other ways of making progress.
  • Making a Swainby to Ingleby Cross track to a lower standard and partly on a D.I.Y./voluntary basis and outside of the C.C. control.
  • Requesting the C.C. to repair the existing verge track for the 350m section between Gold Hill Loop Road junction and Faceby Lane ends so that the A172 can be avoided. 

 

N. Y. M. N. P. Management Plan

  • G.S would forward his comments to the clerk. J.C. felt tea rooms at Danby in need of refurbishment. Clerk to complete questionnaire and forward to N.Y.M.N.P.

Scugdale to Raisdale Green Lane

  • National Parks intend to close Scugdale to Raisdale green lane to motorcycles. Sign to be placed stating ‘No Access to motorcycles’ due to damage on this stretch of land. National Parks rangers to police.

  • Precept to be set at £6150.00. Same as last year.
  • Councillors gave approval for payment of Clerks expenses. £42.52.
  • Councillors gave approval for payment to SC Electrics for supply and fitting of motion sensors in public conveniences. £392.28.
  • Councillors gave approval for payment to Northumbria Water. £70.91.

Any Other Business

  • C.J.  has investigated cost of projector for use at meetings. £180.00. G.S. felt no need to purchase at present time.
  • C.J. had been approached by the village primary school for permission to place a mosaic which had been made by the children on the fence on the beck side. Approval was given.
  • Broadband is now in Scugdale.

The minutes of the last meeting having been circulated previously were approved and signed by the Chairman.

Matters Arising from the Minutes

 

Swainby Public Conveniences

  • Councillors gave approval for S.D. to instruct electrician to proceed with installing motion sensors in the public conveniences. Cost of work to be in region of £250-00. Works to be completed by the end of December.
  • Clerk had written to H.D.C. regarding possible reduction in business rates. Awaiting application form.

Swainby Internet Meeting

  • J.C. gave feedback. Meeting very informative. Village website now up and running, feedback from residents has been very positive. Simon Gibbon has paid for web site address. Parish Council willing to reimburse Simon or perhaps village businesses would be willing to make a contribution.

 

Affordable Housing

  • C.J. reported that contaminated soil has now been removed from the construction site. Piling will start in next few weeks. Work still on schedule, to be water tight by March 2012.

Beckside Group

  • C.J. to coordinate volunteers and decide on a suitable date.

Cycle Track

  • G.S. reported on the proposed cycle track between Swainby and Ingleby Cross. Cycle track would start from Black Horse Farm, continue along the old road and cross the A172 at Ox hill Farm and continue on to Kilton House. There is to be a follow up meeting in December.
  • S.D. to loan G.S. metering wheel to measure distance from Swainby to Ingleby Cross.

 

N. Y. M. N. P. Management Plan

  • G.S. had read this lengthy document and felt that it was very well put together.  There were some very impressive sections. Questionnaire to be completed at the next meeting.
  • J.C. to read document.

 

Financial Matters

Current a/c £5719.84        Reserve a/c £10011.70       Total £15731.54

  • W.G. Treasurer discussed in great detail precept for 2012. Final figure to be discussed at the next meeting.
  • Approval was given for payment to J.C. re. C.C. retirement gifts. £107-92.
  • Approval was given for payment to P. Hymer re. C.C. retirement gift.£40- 00
  • Approval was given for invoice from John Crombie for tree work on beckside. £200-00.
  • Approval was given for petrol purchased by Jem Beadle. £15-00.
  • Councillors formally agreed to approve grass cutting. ‘Gift of Thanks’ to Jem Beadle.
  • Approval was given to Whorlton Parochial Church Council for contribution towards the upkeep of the Old Churchyard. £550-00.
  • Approval was given to Swainby Village Hall towards running costs. £475-00.

Banking Arrangements

The Council approved the following resolutions relating to its business with Nat West Bank:

1.         It was resolved that the existing Current Account number 07512899 and Reserve Account

07598254 be continued. Furthermore that the Treasurer be authorised to open at his sole discretion a Bonus Saver Account on behalf of the Council.

2.         It was agreed that the Treasurer be authorised to complete, sign and deliver to the Bank the completed Current Account Application Form.

3.         In relation to the Mandate appointing Authorised Signatories:

i.

The individuals identified as Authorised Signatories may, in accordance

with the Signing Rules, sign cheques and give instructions for Standing

Orders, Direct Debits, electronic payments, banker’s drafts and other

payments on the Accounts even if it causes an Account to be overdrawn or

exceed any limit.

ii.           

Any Authorised Signatory may give other instructions or requests for

information to the Bank in relation to the Accounts; opening accounts with

the same Signing Rules and Authorised Signatories; closing accounts; or

other banking services or products.

iii.          

The Bank may accept instructions that do not have an original written

Signature provided that the Bank is satisfied that the instruction is genuine

and subject to any other agreement the Bank may require for those

instructions.

iv.          

This Mandate will continue until the Council give the Bank a replacement

mandate or passes a resolution changing the Signing Rules and/or adding or

removing an Authorised Signatory by completing and returning a Change

of Signing Authority form in which case this Mandate will continue as

amended.

 

Any Other Business

  • Councillors felt it would be fitting to provide something for the school children of the Village for the Queens Silver Jubilee in 2012.
  • C.J. suggested Parish Council to purchase projector for future use at meetings.
  • P.W. gave update on playing field. Councillors felt that it would be fitting to support Swainby Playing Field Association. Councillors gave approval for £200-00 to be given annually. P.W. stated that the money would be greatly received and gave thanks on behalf of S.P.F.A.
  • J. Crombie quote of £160-00 to cut back overhanging branches on garage was approved. Clerk to contact and ask to proceed with work.
  • Clerk to invite police to attend February meeting to discuss parking problems on the High Street and other issues relating to the village. Residents to submit questions to Clerk in writing.
  • Positive feedback had been received from residents regarding displaying of crime statistics on village notice board.
