Minutes of a Meeting of Whorlton Parish Council
Wednesday 19th October 2011 at 7.30 pm in Swainby Village Hall
Present G. Swainson (Chairman) J.Cole, C.Johnson, P.Wilson, Cllr C. Seymour,
District Cllr D. Hugill, Cllr S. Dawson (Vice Chair) from 7.40 pm, Mr W. Graham (Treasurer) from 7.50 pm and 6 residents.
Apologies None.
Minutes of the September meeting
The minutes of the last meeting having been circulated previously were approved and signed by the Chairman.
Matters Arising from the Minutes
Swainby Public Conveniences
Motion Sensors
- S.D. to follow up and discuss with electrician. Works to be completed at electrician’s earliest convenience.
Solar Panels
- Cllrs felt it would be unwise to spend a large amount of money on solar panels which would then leave very little in hand from money received from H.D.C. towards the running costs.
- Cllrs felt it would be best to leave the arrangements for running the public toilets as at present and review the situation in 1 year’s time.
Business Rates
- G.S. to investigate possibility of reduced business rates.
Broadband
- Simon Gibbon organising a ‘Swainby Internet User Meeting’ on Tuesday 25th October at 7pm in the Village Hall.
Annual Parish Training Event at Helmsley
- The Chairman (who gave feedback) and the Clerk had attended this interesting and informative meeting. Clerk to circulate to Cllrs information and questionnaire from Parish Training Event.
Street Lighting on Church Lane
- Clerk had reported street light nos. 1 and 5 not working. Street light no. 1 now working but no. 5 still not working due to issue with electricity supplier.
Affordable Housing
- Ground works were progressing well. Properties to be water tight by March 2012.
Western Area Parish Forum
- The Chairman and Cllr Cole to attend W.A.P.F. at Hawnby on Tuesday 15th November at 7.15 pm.
Decision Notices
- Approval had been granted for construction of single storey side extension following demolition of detached garage at 14 Claver Close.
Financial Matters
Current a/c £6911-54 Reserve A/c £10011-70 Total £16923-24
- Approval was given for Clerks expenses of £106-98 and salary.
- The Treasurer requested 5 minutes extra for discussion of precept at next months meeting. Clerk to look at last year’s minutes to check amount of money given to Village Hall and Parochial Church Council.
- G.S., S.D.,C.J.,W.G., A.A. to become new signatories for signing of Parish Council cheques.
Any Other Business
- Trees on beckside. The clerk had nothing further to report from J. Crombie.
Dates of Next Two Meetings
- Wednesday 16th November at 7.30 pm.
- Wednesday 14th December at 7.30 pm.
The meeting closed at 8.20 pm.

There then followed a presentation to Mrs Carol Cook in recognition of her 30 years dedicated service to the Parish Council as Clerk. Past members had been invited to attend.
