CLERK’S REPORT & MATTERS ARISING

There had been a meeting between SPFA, the Clerk and Councillor Wilson on 9 April 2013 at 6.30pm in the village hall. Advice had been received from YLCA and it was agreed to follow the advice to enable the Council to become the sole trustee of the SPFA.

A screen and projector had been booked for use by NYCC at the Parish Assembly. Councillors Cole & Johnson would set up the room at 5pm. The Clerk would produce 40 copies of papers. Coffees and teas would be served from 7pm and the meeting would start at 7.30pm.

The Clerk would be attending a LEADER training day at Hutton-le-Hole on 24 April 2013.

The final decision of the Local Government Boundary Commission for the reorganisation of Hambleton was noted. There would be a larger one member ward joined up with Osmotherley.

COUNTY COUNCILLOR REPORT

It was Councillor Seymour’s last meeting and the Parish Council thanked her for all her support over the years. She had enjoyed coming to the meetings.

DISTRICT COUNCILLOR REPORT

Councillor Hugill reported that a new leader would be elected at next month’s district council AGM. £25,000 had been allocated to enable enforcement procedures at Ings Lane, Great Broughton.

Council Hugill had asked the Police & Crime Commissioner about Farm Watch & Neighbourhood Watch and was providing a community fund to help these being set up.

Northallerton toilets had been sold.

The fence is down at the side of the beck. Clerk to report to NYCC Highways.

Brian Kitching had resigned from cleaning the public toilets as from 31 May 2013. The Clerk would write a letter of thanks. Jem Beadle would take over the role and Mr Kitching would instruct him before leaving.

Councillor Dawson would remove the brush wood at Millers Bridge.

CLERK’S REPORT & MATTERS ARISING

NYMNPA had not produced a planning application for the footbridge but the work had been undertaken anyway. The Clerk would send a letter of thanks to Simon Bassindale and the other rangers for all their help.

NYCC had agreed to send an officer to the Parish Assembly in May to speak about emergency planning. Clerk to confirm this with NYCC.

The work on the Miller’s Bridge Picnic Area trees had been started by the Chairman and Terry Andrews. Two birch trees had been cut down, lime and ash trees had been trimmed. An alder tree still needs to be done. Volunteering for such work would be discussed at the parish assembly.

The memorial plaque on the bench had been updated by the relatives.

The damage to the stone bridge by a white vehicle had been cordoned off by NYCC Highways. It was not known when the repairs would be done.

PARISH COUNCILLOR REPORTS

SPFA had met last night and the pub had agreed to lease the 30m strip for another 15 years. Trustees were worried about their personal liability and were going to approach their insurers for more information.

They hadn’t been successful in their bid for £27,000 of leader funding and would now apply for smaller grants and do the work in stages. Some Trustees wish to retire and it was agreed that the Clerk approach YLCA to ask their advice as to how the Parish Council may become involved. Councillor Wilson would provide the Clerk with all the documents he has.

12/114 MINUTES OF THE MEETING HELD ON 17 OCTOBER 2012

12/115 CLERK’S REPORT & MATTERS ARISING

  1. A site meeting had taken place with NYMNPA and NYCC and the wooden foot bridge has been removed. Before it is heightened and reinstalled planning permission from NYMNPA is required and the Parish Council would submit these with plans drawn up by NYMNPA. There would be no charge for this submission to the Parish Council.

  2. NYCC have sent the matter of the closure of the road from Harfa House to Scugdale Road to their solicitors.

  3. NYMNPA confirmed that they would pay 50% of the running costs of the public toilets.

  4. The emergency planning poster had resulted in two responses from Mr Swales and Mr Hogg offering assistance and equipment but were unable to help with the production of the plan. It was agreed that this would be a topic for the Parish Assembly in May. The Clerk would arrange for an officer from NYCC to speak.

  5. NYCC had noted the request to move the 30mph zone in Black Horse Lane and hoped to do this from the area budget.

  6. It was agreed that the two birch trees be cut down at Millers Bridge picnic area and the other trees encroaching cut back. Clerk to contact NYMNPA to obtain relevant permissions.

12/118 PLANNING DECISIONS & APPEALS - HAMBLETON DC & NYMNPA

a. 12/01649/FUL – Extension to existing agricultural storage building to form agricultural store and housing of livestock at Wellington Farm, Ingleby Arncliffe for Mr A Dickens. Granted.

12/119 MEMORIAL BENCH

A request had been received from John Shute to replace the plaque on the memorial bench to his father with one to both his mother and father. This was agreed.

12/120 NEW COMMUNITY GRANT

The information on the New Community Grant from NYMNPA was noted.

12/121 BUDGET & PRECEPT

The budget for 2013/14 prepared by the Treasurer was adopted and the precept set accordingly at £9,400 for 2013/14.

12/124 COUNTY COUNCILLOR REPORT

Councillor Seymour reported that broadband of at least 2 megabit would be provided to all households by the end of 2014 and fast broadband of 25 megabit to 90% of households. This was to be delivered by a contact by BT. It would be known by the end of December if Swainby would get the fast broadband service.

The funding to NYCC Highways which had ceased in the summer had now been started again so some road repairs were taking place.

12/125 DISTRICT COUNCILLOR REPORT

Councillor Hugill was not present.

12/126 PARISH COUNCILLOR REPORTS

Councillor Cole had attended the Western Area Forum and the matter of brown tourism signs was discussed. This would be on the next forum agenda. Lord Stones Café and the problem of verge side parking was also discussed. There was a presentation by Lionel Spencer from the Department of Communities, Media and Sport regarding mobile ‘phone coverage. The Localism was not discussed as it was too large a topic. The NYMNPA management plan had been published and comments were welcomed. The Forestry Commission spoke about the ash tree disease which will hit the area in Spring. They are hoping to save the old trees to propagate from. Defra have put out new information. The forum is to have a one off meeting regarding the use of social media in order to raise awareness of the forum.

A letter had been received John Nelson expressing his wish to open a cycle hire and repair shop at the former garage. His proposals were noted.

CLERK’S REPORT & MATTERS ARISING

It was agreed that works to the Millers Bridge picnic area be considered again in the Winter.

The Clerk had replied to the resident regarding the Heathwaite litter bin and this had now been moved.

NYCC Highways would contact residents regarding parking over the white line on Main Street.

A site meeting had taken place with NYMNPA and a scheme to raise the bridge had been discussed. Agreement was now needed from NYCC Highways and a response from them was awaited. The bridge would be raised at the expense of NYMNPA.

The soap for the public toilet had been delivered.

Three quotes had been received for the beck side tree works. It was agreed to accept the quote of £1,800 from Simon Welby. Councillor Johnson would ask him to undertake the works.

The letters of thanks regarding assistance for the flooding would be hand delivered.

The Clerk had reported the closure of the road between Harfa House and Scugdale Road. The matter had been sent to NYCC legal department. It was agreed the Clerk write regarding the state of the bridge on the road, the matter of a bull being placed in the field and to ascertain a timetable for action to be taken against the landowner.

Hambleton DC had sent a request for the 2013/14 precept figure.

12/101 PLAYING FIELDS FUNDING

It was agreed that as the SPFA had not asked the Parish Council to undertake a specific course of action that this item be deferred until such time as they do.

12/102 VOLUNTEERS

It was agreed an invoice from the contractor would be required regarding grass cutting and other works undertaken before any payment could be made. It was also agreed that the Clerk contact Richard Gunton from NYMNPA to ascertain the conditions of 50% funding regarding the running costs of the public toilet.

12/103 COMMUNITY FACILITIES SURVEY

The NYMNPA Community Facilities Survey was completed and would be forwarded by the Clerk.

12/104 LEADER FUNDING

It was agreed that Councillor Johnson would contact the history group to ascertain the status of the information sign that had been suggested 18 months ago and see whether it could be delivered under this additional SSE funding.

12/105 EMERGENCY PLAN

It was agreed that the Clerk circulate the example emergency plan from NYCC and put up a poster asking for those interested in producing a plan to attend the next meeting.

Councillor Hugill that Hambleton DC had produced a Traveller Housing Needs Study and this stated that sites would be within one mile of Market Towns and Service Villages.

There were matched funding grants available from Stockesley Villages Redevelopment Fund. This was for play areas etc. to facilitate health & wellbeing and equality of access.

A link will be sent to the Broadband Survey.

A planning training day with NYMNPA had visited St Aidens Church in Carlton where an extension looking like a shipping container had been allowed on appeal.

It was agreed that a public forum item be put on future agendas.

The 30mph sign on Black Horse Lane needed to be moved to include the affordable housing. The Clerk would write to NYCC Highways.
