MINUTES OF A MEETING HELD AT THE VILLAGE HALL, SWAINBY ON WEDNESDAY 18 JULY 2012 AT 7.30PM

PRESENT: Councillors: Graham Swainson (Chairman), Janice Cole (Vice Chairman), Chris Johnson, Steve Dawson, Paul Wilson.

Councillor Swainson was unanimously elected as Chairman and signed the acceptance of office.

It was agreed that the Clerk write to NYCC Highways and request a ‘Local Traffic Only’ sign at the village end of the Back Lane.

A thank you letter had been sent to Mr & Mrs J Forth.

The affordable housing allocations had been made. A request had been made for the approval of one candidate as they lived just outside the Parish boundary. This had been agreed and the candidate had received a house.

MILLER’S BRIDGE PICNIC ARE A

A member of the public had commented on the state of Miller’s Bridge picnic area including the overgrown trees. It was agreed to hold a site meeting to ascertain what could be done and put the matter on the next agenda.

PLAYING FIELDS FUNDING

The Treasurer had circulated a report detailing the issues involved in reclaiming any VAT on expenditure on the playing fields.

The Clerk would ask the Town Clerk at Easingwold about their experience of expenditure on land leased from Hambleton DC. The Clerk would also send an email to Councillor Wilson expressing the Council’s support for the playing fields project.

Councillor Wilson would discuss the matter with the Treasurer.

Councillor Seymour would contact the planning officer at NYMNPA regarding the need for planning permission.

It was agreed that the Parish Council would make the planning application if necessary.

PUBLIC TOILETS

It was agreed that the Clerk would contact YLCA for their advice regarding the insuring of volunteers helping the parish council and appropriate risk assessments. It was also agreed that PPE gear be provided for any volunteers.

Councillor Wilson would speak to one of the volunteers regarding a possible donation. This would be put on the next agenda.

CYCLE TRACK

It was agreed that the Council could do nothing further to facilitate either of the cycle track proposals due to obstructive behaviour by NYCC and their failure to liaise with Sustrans in a constructive manner.

COMMUNITY GOVERNANCE REVIEW

It was agreed not to undertake a community governance review in order to increase the number of Councillors due to the cost.

ELECTORAL REVIEW OF HAMBLETON

It was agreed that the Clerk write to the Boundary Commission & Hambleton DC stating that the Parish Council believed that rural wards were best served by one member due to having local knowledge and minimising travel expenses.

YORKSHIRE ENERGY PARTNERSHIP

   

It was agreed that the Council would distribute letters on behalf of YEP and the Clerk would

   

arrange for 250 of these to be delivered to the Chairman.

Two copies of the Clerk’s contract of employment were signed by the Clerk and Chairman.

FLOODING

There had been flooding in Church Lane. Photographic evidence was needed to send to any of the agencies. Councillor Seymour would contact NYCC Highways in the first instance to ascertain their opinion on the cause of the flooding.

It was agreed that the Clerk write to all the residents on Church Lane that backed onto the watercourse and ask them to clear their section. This had last been requested four years ago.

Councillor Seymour reported that every councillor had received £25,000 to address pot holes. The pothole outside 42 High Street was particularly bad and Councillor Seymour would take a look at this.

The bird mouth fencing between the wooden bridge and the stone bridge was in a poor state. It was agreed that this should be removed. Councillor Dawson would arrange this.

Minutes of the Meeting of Whorlton Parish Council held on Wednesday 20th June 2012 at 7.30 pm in Swainby Village Hall

Present Cllr G. Swainston (Chairman), Cllr J. Cole, Cllr C. Johnson, P Wilson, Cllr D Hugill.

Appointment of Officers
It was decided to postpone the appointment until next month when all Parish Councillors could be present.

Minutes of the May Meeting.
The minutes of the last meeting were circulated and signed by the Chairman as a true record.

Matters Arising from the Minutes:
Feedback from Meeting with Mr Knapton
Cllrs Johnson and Swainston had met Mr Knapton informally and recommended his appointment to the position of Clerk.
Amendments to Clerk’s contract
Cllr Johnson has discussed the amendments with Mr Knapton who has made the appropriate changes.
Confirmation of Mr Knapton’s appointment
Cllr Johnson will email Mr Knapton who is due to take up his position on July 1st 2012.

Model Code of Conduct for Councillors
All Councillors have received a copy, of an amended Code of Conduct from Mr Knapton and it has been adopted by the Council.

Playing fields funding
Cllr Wilson had sent information in an email for the meeting. Cllr Wilson wishes to thank the SPFA committee and specifically Simon Foster who pulled all of the interested parties together to hold an extremely successful combined Sports day and Jubilee event. SPFA took over Sports Day this year under the watchful eye of Kelly and Susie and will build on this successful first event.


Police Safer Neighbourhood Surgery in Village Store
Cllr Johnson reported that the main concerns from Parishioners were about speeding traffic through the village. The Police have been to school to involve the children in a poster campaign about speeding and road safety.

Planning matters:
Whorlton House Farm – erection of 16.7 metre wind turbine
Mr Alistair Wright gave a detailed account of his proposed planning application. Mr Brian Bate and Matthew Bate came as objectors. Both sides were able to give important information to the Parish Council. Objections were made by the Parish Council, some positive points were made by Cllr Swainston with regard to location.
Renewal of temporary license for looseboxes and keeping of horses – Crossbank stables
The Council approved renewal of the license.


Gypsy and Traveller Needs Assessment Consultation Document
The document was discussed and Cllr Johnson recorded comments.

Cllr Cole proposed that the Council buy a pair of safety boots for Mr Beadle to carry out his voluntary grass cutting.

Cllr Cole proposed that an official thank you should be sent to Mr & Mrs J. Forth for the work that they have carried out in and around the village including new planting in the Pinfold Garden, painting of road signs and path clearing. The Council approved an official thank you.

Cllr Cole has had a request from a Parishioner that a local traffic only road sign should be placed at the bottom of the Back Lane. Highways will be contacted.

Matters Arising from the Minutes:
Swainby Public Convenience

  • We have now received an electricity bill for the last quarter £41. 72.
  • One light bulb needs to be replaced.

Amendments to Clerk’s contract

  • Two months resignation notice has been added to the contract.

Playing fields funding

  • Plans for the playing field development are to be submitted through the Parish Council, Cllr Seymour questioned if planning permission was needed, Cllr Wilson is to make further enquiries.
  • Cllr Wilson has made enquiries through the Treasurer about the possibility of the Parish Council paying for new equipment through their accounts and thus avoiding the payment of V.A.T.
  • The Playing Fields Committee have arranged a meeting with Lisa Wilson from Hambleton District Council to discuss funding applications.
  • A family sports day and picnic on the playing field has been proposed to celebrate the Jubilee, there is to be a meeting for interested parties.

Annual Parish Assembly – Wednesday 16th May at 7.00pm

  • There was a discussion about the organisation of the Annual Parish Assembly, Cllrs Cole and Johnson are to set up the room and arrange for refreshments. The Chairman has still to write his report, Cllr Dawson has agreed to photocopy last years minutes and the Treasurers report. Cllr Cole will email Sarah Housden to confirm that the Village Hall refurbishment is complete and that the meeting will still go ahead. Cllr Cole will take the minutes and organise an attendance register for the evening.

Advertisement & Appointment of New Parish Clerk

  • After further discussion with Mrs Atkinson the council is now in a position to advertise for a new clerk. An advert has been drafted and placed in the Village noticeboards and Village store, the closing date is Friday 11th May

Western Area Parish Forum meeting – Carlton 22nd May 2012

  • Cllr Swainston is hoping to attend the meeting.

Police Safer Neighbourhood Surgery in Village Store

  • Cllr Johnson gave a report about the surgery which is to be a regular event held every 6 weeks, there were no particular problems brought to the surgery by villagers which the council felt was a positive feature. Cllr Johnson then read the latest Police Neighbourhood report about recent crime in the area and suspicious callers.

Planning matters:
There were no new planning applications or notices of approval.

  • Financial Matters.
  • The following expenses were approved for payment.
  1. Approval of expenses for mower and fuel
  2. Insurance renewal - £593.97
  3. Membership fee for YLCA - £230 – it was agreed to continue membership for this year but to reconsider the payment and membership next year.
  4. Approval of electric bill for public conveniences - £41.72
  5. Invoice for mole clearance – still not received
  • The retiring clerk’s salary was agreed and approved.
  • Mr Graham advised the council that he was still not satisfied with the banking situation with Nat West in Stokesley, he will review the situation and may move the accounts to a different bank.
  • Mr Graham advised the council that in his absence, after the accounts have been audited the accounting statements and annual governing statements need to be approved at the June meeting and the return needs to be sent by 4th July.
  • Current a/c £2385.46 Reserve a/c £10012.80 Total £12398.26

Any Other Business.
Speeding issues

  • Cllr Wilson expressed concern about speeding traffic through the village and asked if a 20mph speed limit could be enforced or possibly the installation of a flashing speed sign. Cllr Seymour is to make enquiries with Highways dept.
