Minutes 2011-04 Annual Parish Assembly

 

MINUTES of WHORL TON ANNUAL PARISH ASSEMBLY held on Tuesday 19th April 2011 at 7.30 p.m. in Swainby Village Hall.

Present: Clrs lCole (Chairman), C.Johnson, G.Swainson and P.Wilson, Mrs C.Cook(Clerk).
NYCC. Clr Caroline Seymour. HDC Clr David Hugill.
Guest Speaker Rosie Hughes.
16 members of the public.
Apologies had been received from Mr W.Graham (Treasurer), Mr & Mrs J Atkins and retrospective apologies from Cllr Dawson who was at work.
The Chairman welcomed residents before introducing the Guest speaker, Rosie Hughes, NY Moors Coast & Hills Sustainable Communities Project Co-ordinator.
Ms Hughes outlined the aims of a joint project making mosaics, to be undertaken by the pupils of Swainby and Osmotherley Schools and supported by the local community. She further gave information relating to loft and cavity wall insulation with funding assistance for those over 60 years; reducing heating costs with replacement boilers; fitting of radiator reflector panels; external solar panels; electricity monitors available for hire at main libraries, and also some no-cost tips for domestic savings. Ms Hughes was thanked by the Chairman for her informative contribution to the meeting.
Mrs Glenys Elgie, a Governor of Swainby School, gave further details of a Green Flag Project for which a bid for funding had resulted in a grant of £750 towards the costs of creating mosaics depicting 'Green Communities'. A planning session was to be held in May to which residents were invited. Interested residents could join the group on 15 & 29 June to take part.

Copy Minutes of the 2010 Annual Parish Assembly were available at the meeting.
These were approved as a correct record and were signed by the Chairman.

Arising from the Minutes
Affordable housing
Plans had been approved for six affordable homes for rent to local people. Adaptation of the garage property had also been approved, but minor amendments to the approved plan would be considered at the Parish Council meeting following this meeting.

Chairman's Report
Copies of the Report were available to all attending the meeting. This included updates on Affordable Housing, the future of Swainby Public Toilets and faster Broadband reception.
Adoption of the Report was proposed by Robin Cook, seconded by Derek Cole and was approved by the meeting.

Treasurer's Report
The Treasurer had provided copies of the accounts to all residents who attended the meeting. Adoption was proposed by Don Smith, seconded by Chris Johnson and was approved by the meeting.

The Chainnan thanked Mr W.Graham for his work in preparing the accounts on behalf of the Parish.

Business Raised by Residents
Speedier Internet Connection:
Simon Gibbon, our chosen 'Broadband Champion', outlined the progress made in bringing faster Broadband into the Parish. Residents were encouraged to sign up as soon as possible to establish the measure of interest and commitment within the community and so convince NYnet, the Service Provider, that investment in our locality would be worth while.
Grass cutting
Thanks were expressed by the Chainnan to Jem and Judy Beadle for grass cutting and general upkeep of the village on behalf of all residents.

Minutes 2011-04

 

Minutes of the Annual Meeting of Whorlton Parish Council held on Tuesday 10th May at 7.30 pm in Swainby Village Hall.

District Cllr D. Hugill and one resident.
Apologies had been received from ClIr C.Johnson (at work), County Cllr Mrs C.Seymour and Mr W. Graham (Treasurer) should his other meeting over run the Parish Council meeting.
At the commencement of the meeting District Councillor D. Hugill expressed his view that it had been inappropriate for the Parish Councillors to co-opt Graham Swainson as a Parish Councillor at the April meeting as he considered that this should have taken place at the Annual Meeting.
Co-option of Mr Swainson was then proposed by Cllr Cole, seconded by Cllr Wilson and all agreed.

Appointment of Officers
Chairman: Cllr Cole was unwilling to take the Chair for the forthcoming year on health grounds.
It was proposed by Cllr Cole, seconded by ClIr Wilson that Cllr Swainson should take the Chair. All agreed.
Vice Chairman: Proposed by ClIr Wilson, seconded by Cllr Cole that Cllr Dawson continue in Office. All agreed.
Treasurer: Proposed by Cllr Wilson, seconded by Cllr Cole that Mr W.Graham continue as Treasurer subject to his agreement.
Cllr Swainson then took the Chair.
Minutes of the April meeting
These had been circulated and, subject to the amendment as above, were agreed as a correct record and signed by the Chairman.

Matters arising from the Minutes
Swainby Public Toilets
There had been no further progress on this matter, which had been investigated by the Clerk. She would make a personal visit to HOC at Stone Cross the following day, for answers to the outstanding questions awaiting a response from Officers concerning the recuperation of the costs of Legal advice, and also to agree work to be undertaken on the building before transfer.

Piper Gill Landslip
Work to re-in state the original road route had been planned to commence in June at an estimated cost of £200,000 to the Highways Dept of NYCC.

Dangerous Beckside Trees
Cllr Swainson had inspected the site adjacent to the garden beside Swainby Beck. A selfseeded alder on parish land was thought not to present any problems in removal by the Parish Council. The self-seeded ash tree, also growing on parish land, was considered too dangerous for amateur removal. Cllrs S Dawson and Swainson would make a further inspection following the meeting to agree that the work required professional attention. They would notify the Clerk accordingly regarding the services of John Crombie, tree surgeon.
Advertising for a new Clerk to the Council
Notices would be displayed in the village notice boards requesting that interested parties should apply in writing, by the 30th June. Detailed accounts of the responsibilities and work involved would be available on request from Mrs Cook.
Western Area Parish Forum
The next meeting of WAPF would be held at Ingleby Greenhow Village Hall on Thursday 12th May at 7.00pm. The Chairman and Cllr Cole would attend.
Broadband
D.Cllr Hugill reported that equipment had been installed on the roof of the Springboard Centre in Stokesley and work had commenced on the Whorl Hill Reflector. Those residents who had signed a contract with the Provider, and who had a clear line of sight to the reflector, would receive their service shortly. Those residents whose view of Whorl Hill was obscured would have to wait until a further reflector had been sited at Scarth Lees Fafm.

Planning matters:
The application for construction of single storey side extension following demolition of detached garage at 14 Claver Close had been withdrawn.
New application: Alterations and extension to 2 existing grain stores to form a new agricultural storage building for farm machinery at West Lees Farm.
Cllr Dawson declared an interest.
Councillors supported the alterations on the grounds that enclosing machinery could help to prevent theft or interference. Enclosure should also muffle noise sometimes created by drying equipment which presently caused disturbance to neighbours.

Financial Matters
The half year Precept of £3,075 had been received.
Current alc £6,520.77p Reserve alc £11.69p Total: £6,532.46p
Approval was made for payment of the Zurich Insurance - £523.24p
Annual Audit: Waiter Gregory had been willing to undertake the Internal Audit.

Dates of next two meetings
Tuesday 21 tIi June at 7.30pm.
Tuesday 19th July.

Any other business
Playing Field update: Cllr Wilson reported that there was £725 in the SPF A account. The community had been consulted and their preferences would be considered when plans were prepared. Work may have to be phased as funding became available.
Maynard Bridge Signpost: Lettering on the metal arms had been most skilfully restored by Andy Pickering; the shaped oak post had been supplied by Andrew Brown and had been firmly set up by Geoff Newton and Mr Pickering. A letter of thanks would be written by the Clerk. The renewal of this sign had been considered as a fitting memorial to the late Councillor Penny Pinkney, who had urged the Parish Council to complete this refurbishment during her term in office.
Stokesley meeting of Parish Council representatives: CHr Wilson volunteered to attend this meeting on Wednesday 29th June at 6.30 pm.

The meeting closed at 8.45 pm.

Minutes of a Meeting of Whorlton Parish Council held on Tuesday 21 sf June at 7.30 pm in Swainby Village Hall.

C. Cllr C. Seymour was present for 15 minutes before leaving to attend another meeting.
Apologies had been received from Cllr P. Wilson who was working abroad, and from the Treasurer who was on holiday.

Minutes of the May meeting
These had been circulated, were agreed as a correct record and signed by the Chairman.

Matters arising from the Minutes
Broadband connections:
The Chairman proposed that Cllr Hugill be invited to give an update.
The original work on the Whorl Hill reflector had failed to give a result with an additional device being required. Work had not yet commenced at Scarth Lees. The delay in connections for Swainby residents who had signed up was disappointing.
Swainby Public Toilets:
The solicitor had confirmed that the contract was in order and ready for signing by the Chairman.
HDC had agreed to undertake all work as requested before handover.
Brian Kitching had volunteered to open, close and clean the toilets. It was agreed that a back-up team would be required in case of his illness or unavailability. A notice requesting volunteers would be posted on the village notice board.
It was agreed that the present suppliers of materials should be asked to continue.
The Clerk would write to confirm the promised annual funding from NYMNP.
A key to the Disabled toilet would be required for pre-inspection and for maintenance.
It was also agreed that proposals for the installation of motion sensors and/or solar panels by the Parish Council should be re-visited in 12 months to allow time to see how the maintenance and costs worked out.
Piper Gill Landslip
Work to re-instate the original road route was to commence on June 27th for approximately 4 weeks. The watercourse was to be re-aligned to remove meander. The bank would be reconstructed for 20 linear metres using the excavated material and incorporating geogrid reinforcement layers and seeded erosion matting. Drainage would also be improved.
Dangerous Beckside Trees:
Cllr Dawson hoped to attend to the felling of branches during the following week while he had use of a hired 'Cherry-picker' for his own use.
Advertising for a new Clerk to the Council
Three persons had verbally indicated their interest and had been given details of the duties of the clerk. One party had since withdrawn. No written application had yet been received.

Small scale Enhancement Scheme
NYMNP had invited parishes in the Park to identify small scale regeneration or environmental projects for their village to be funded by LEADER. From suggestions made it was agreed that the proposal for information and/or map boards should be pursued.

Planning matters:
Decision notices: Approval had been granted for-
- allowing alterations to the structure of the beck retaining wall at The Old Joiners Shop
- construction of an agricultural storage building at Wellington Farm, Ingleby Arncliffe
- replacement windows at former school 11 & 13 Church Lane.
New applications:
- construction of a single storey sun room to rear at 48 High Street. There had been objections put to the Council from neighbours at both 46 and 50, it was therefore agreed that the meeting should be suspended for ten minutes for councillors to inspect the premises. It was concluded that light would be deprived from the kitchen window of no 46. The proposal would require the recently constructed brick boundary wall of no 50 to be demolished in order to allow the foundations of the proposed rendered sun room to be installed. This was the chief objection to the proposed plan. However, because the position of the brick wall lay within the building line of no 48, the legal position of the siting of the wall not being known to the Parish Council, it was difficult to make comment.
Amended:
Demolition of garage and construction of a single storey side extension at 14 Claver Close. The revised plan was considered less considerate than the original in meeting the objections of the residents of High Street who would be deprived of light and sky view, the proposed extension coming very close to the backs of the existing properties. Councillors considered the plans would over-develop the site which had already benefited from two previous extensions. They also regretted the loss of the existing garage and considered that the proposed expansion would change the character of the property.
Enforcement:
A letter had been received from the resident of Sundial Cottage, Heathwaite, informing the council that, following complaints put to the Enforcement Officer, a site visit had been made to examine a small wall, built across derelict land to divert rainwater into a culvert. The Officer was completely satisfied that no planning rule had been broken and the matter had been closed.

Under-grounding of electric cables - Church Lane
Cllr Johnson reported on the progress of the scheme, which was expected to last for a further six weeks. The Parish Council much regretted that the scheme had fallen short of expectations in that, instead of losing the telegraph poles to give an unrestricted view in this Conservation Area, they were to remain, and that additional lamp standards had been erected.

Financial Matters
Approval was made for payment of grasscutting expenses - £41.99p
B.Noble for replacement fencing of £648 + VAT
Additional Insurance Premium of £100 for Swainby Public Conveniences.
Annual Audit: Mr Gregory had completed the internal Audit and signed papers had been sent to the Audit Commission.

Tuesday 19th July at 7.30 in Swain by Village Hall.
Tuesday 16th August (if there is sufficient business)

Any other business
Library Bus: The County Library travelling bus was to cease visiting as a cost cutting measure.
Jubilee Celebrations June 2012
A request for support from the Parish Council for a road closure to facilitate a street party had been received. Support for the proposal was agreed. This would also work well for the Village Hall Management Committee's proposed celebration.
Tree pruning on Black Horse Lane
Vegetation had begun to grow over the road approaching the village. The Clerk was asked to contact Highways to request the cutting back of overhanging branches for the safety of both traffic and pedestrians.
