Minutes 2011-07

Minutes of a Meeting of Whorlton Parish Council held on Tuesday 19th July at 7.30 pm in Swainby Village Hall.

C.Cllr C.Seymour was present to offer her apologies as she needed to attend another meeting.
Apologies had been received from Cllr P.Wilson who was working in Tunisia, and from the Treasurer who was bringing his wife from hospital.
Minutes of the June meeting
These had been circulated, were agreed as a correct record subject to a spelling error. This would be corrected by the Clerk before signing by the Chairman.
Applications for the position of Clerk to the Parish Council
There had been three interested parties and their letters of application had been circulated, confidentially, for the consideration of councillors before the meeting. One had since withdrawn. There remained Anne Atkinson and Richard Bulmer. Councillors discussed what qualities they expected and how the interviews would proceed.
The meeting was suspended at 8.00pm for the interviews to take place.
The meeting re-opened at 8.35pm when there was unanimous agreement to offer the position to Mrs Anne Atkinson. The Clerk would inform the candidates of the decision by letter the following day.
Newsletter for residents
Following the recent changes both to the Council and to the village it was agreed that a newsletter would be sent to all residents. A draft copy was amended and approved for duplication.
Matters arising from the Minutes
Broadband connections:
Work had proceeded and it was hoped that reception would be possible in most cases by mid to late August.
Swainby Public Conveniences
A thorough cleaning and painting inside and outside had been completed.
The ownership of the premises and the responsibility for their maintenance had been transferred to the Parish Council on the 1st July, and the grant money paid into the bank.
The transfer was being recorded in the Land Registry by the Solicitor.
A set of keys had been given to Brian Kitching. A second set, presently alleged to be with John Forth, was to be held by the Parish Council.
The extra premium for insurance had been paid.
Steve Prentice, HDC, recommended that the local parishes should consult with each other for a special rate for power, water and hygiene supplies.
The matter of fitting motion sensors to save electricity was re-opened for consideration and taken up by Cllr Dawson who would make enquiries.
The Clerk was thanked for her work in overseeing the exchange procedures.
Piper Gill Landslip
Work on the drainage and re-instatement of the road had been completed ahead of schedule.
Planning matters:
Decision notices: Approval had been granted for -
- Alterations and extensions to 2 existing grain stores to form a new agricultural storage building at West Lees Farm.
- The Conditions attached to the Decision Notice for the changes to the Petrol Station and Affordable Houses had been received. At the request of Cllr Wilson the Clerk had asked the NYMNP Planning Officer when bricks could be viewed by the Parish Council for their approval. Although promises had been made to the Council, the Planning Officer said that it was not the policy of the Park to give consideration to the local parishes.
New applications:
- Construction of single storey rear extension following demolition of existing conservatory at 56 High Street. Councillors supported the alteration which appeared to improve the accommodation and do away with the flat roof.
- Construction of single storey side extension at Moorview, Shepherd Hill. The Council supported the application which would add balance to the building and restore the profile which prevailed before a previous extension.
Financial Matters

Retrospective additional Insurance Premium of £126-23 for Public Conveniences.
Dates of next two meetings
Tuesday 16th August in the Village Hall, if there is sufficient business, and if a quorum could be achieved. The new Clerk would be invited to attend.
A revised regular meeting night would be agreed following consultation with all interested parties.
The September and October meetings would be held in the Village Shop during the renovation of the Village Hall.

Minutes 2011-08

Minutes of a Meeting of Whorlton Parish Council held on Tuesday 16th August at 7.40 pm in Swainby Village Hall.

Apologies had been received from Cllr SDawson who was engaged in harvesting.
The Treasurer was present during Financial Matters.


Before the meeting Amanda Madden, Affordable Housing Enabler, and a representative from the Housing Association, were present. A sample of the bricks, selected by NYMNP for use in the construction of the six houses to be built in Black Horse Lane was available for comment. Ms Madden hoped that all Conditions of Planning having been agreed, that work on the construction could commence the following week. The vacant garage building was to be used for storage of tools and materials. Open Space contributions through S106 would be available to the community at a rate of £ 1 ,000 per bedspace.
The visitors were thanked for their attendance and left the meeting. The Parish Council Meeting convened at 7.40 pm.

These had been circulated, were agreed as a correct record and signed by the Chairman.

Matters arising from the Minutes
Swainby Public Conveniences
The Clerk updated Members regarding the repairs to the urinal flush which now operated satisfactorily. A supplier had been identified and toilet rolls delivered. So far there had been no major cleaning troubles.
Cllr Swainson raised the question of fitting solar panels - estimated cost £6,500 with approximate estimated return of £700 per annum for surplus power fed into the Grid.
The meeting was suspended for ten minutes to allow open discussion including Cllr Hugill.
On resumption of the meeting it was agreed that more information was required and that it should be put on a future Agenda when more facts were known and possibly with a professional advisor present.
Broadband connections:
Cllr Cole updated the meeting on satisfactory village reception, though lacking in information to the new users.
The meeting was suspended for a further six minutes to allow Cllr Hugill to give an update on the Scugdale progress.
Newsletters
270 letters had been delivered. Feedback had been positive.
The position of Clerk to the Parish Council
A formal letter of acceptance had been received from Mrs Atkinson who would commence her duties from 1st October 2011.
Planning matters:
Decision notice: Approval had been granted for the construction of single storey rear extension following demolition of existing conservatory at 56 High Street.
New applications: Installation of replacement glazed timber windows & alterations to door to front elevation, Church Farm. Also Listed Building Consent for internal alterations & refurbishment to include re-roofing with installation of 4 conservation roof lights to rear and construction of replacement lean-to rear extension to cottage at Church Farm.
There were no objections to this necessary refurbishment. However, Cllrs would prefer a genuine reinstated window in the position of the present painted fake.
Affordable Homes: all agreed that the brick samples had been a suitable choice.
Land adjacent Village Hall: A self seeded ash tree and bushes were beginning to become a nuisance, but NYCC would not allow work to be undertaken without a formal planning scheme first being submitted and approved. All agreed that a proposal should be submitted that the area should be grassed over. The Clerk was asked to first consult with Mr Beadle to see if he would be willing to add this to his beckside grass cutting.

Financial Matters
£10,500 had been received from HDC following the take-over of the Swainby Public Toilets.

Approval was made for payment of:
£16-30p to Tom Hardy for repayment of S.Turner bill for spare part for mower.
£25-00p to J.Beadle for petrol
£168.00p for External Audit.

Tuesday 13th September.
A revised regular meeting night would be agreed following consultation with all interested parties (Wednesday?).
The venue for the next meetings would be stated on the Agenda.
Any other business
Road and footpath repairs: The road at Claver Close and the pavement in High Street were becoming dangerous with surface damage. The Clerk was asked to notify CC Highways of the urgent need to repair.
Beckside Trees: A working party was to be organised in October Half Term to cut back branches overhanging the water between Claver House and Millers Bridge, the wood to be offered for the Village Bonfire.
Self-seeded ash branches: John Crombie to be asked to be asked to cut the branches overhanging the shed in Mrs Edmondson's garden.

Minutes of Meeting of Whorlton Parish Council held on Wednesday 21 September at 7.30 pm in Swainby Village Hall

Apologies had been received from Cllr S.Dawson who was working, Cllr Wilson, Mr Graham (Treasurer) who was on holiday and CCllr Seymour.

Matters arising from the Minutes
Swainby Public Conveniences
The Clerk updated the Council including the following points:
The HDC contract for water was due to terminate on 30th Sept. The meter was to be read by the Authority and the address of the new PC Clerk had been supplied for future billing.
The HDC contract for Electricity was due to end on Sept 30th. Keith Harrison (HDC) was presently looking into the possibility of some means of reducing costs by sharing. A reminder bad been passed on concerning the replacement lighting.
The contract with Wallgate for servicing the hand washing units was due to terminate on March 31st 2012. This must be renewed Special Soap is essential for use in the hand washing units.
Brian Kitching had requested cleaning materials, dry urinal tablets and bin bags. The Clerk was looking into the most economical supplier and method of purchase.
Solar Panels. This controversial suggestion required a full Council decision and was therefore deferred to be discussed at a future meeting when all councillors were present
Broadband connections:
Reception had been satisfactory to those who had been fitted with a receptor. Installation of a further monitor on Hollin Hill was required to reach residences in Scugdale. This work was planned for the following week.
Handover to new Clerk. Mrs Cook had informed most authorities of the change and would assist Mrs Atkinson to ensure a smooth take-over of responsibilities.
Repair of road and pavements. Following the request to the Highways for urgent repairs, Claver Close pot holes had been patched. In a written reply a promise had been given to attend to the dangerous state of High Street pavements within the next 4-6 weeks.
However, in reply to the further request for the cutting of overgrowing branches on Black Horse Lane, this was not likely to be achieved before the scheduled annual trim.
Footpath improvements Bolgate Bank to Cross Bank
Proposed improvements by NYMNP using LEADER Funding were in limbo pending a response from Mr Muckle, owner of part of the land.
Jubilee Celebrations
Consideration was to be given to the obtaining of souvenir mugs for distribution to children living in the parish.
Churchyard trees.
A request had been made by the Church PCC to Paul Harris (NYMNP Woodlands Officer) for the removal of some branches thought to be in danger of falling in strong winds.
Planning matters:
Decision notice: Approval had been granted for - the construction of a single storey sun room to rear at 48 High Street.
- the construction of a single storey side extension at Moorview Shepherd Hill.
New applications: external alterations to include alterations to windows and doors, raising of roof height and pitched roof to rear extension, insertion of roof lights, provision of solar pv panels and solar panels together with construction of a detached wood pellet boiler room/store (revised scheme) at Beck Cottage, 37 Church Lane.
There were no objections to this improved application which included a more acceptable roof line. The proposed design features to incorporate sustainable innovations were interesting and would cause minimal visual impact as the site is well screened with mature trees and bushes ..
Financial Matters
Retrospective approval was made for payment of £7.87p VAT inadvertently omitted by
Mrs Cook when paying for toilet rolls.:

Depending on the commencment of re-furbishment of Swainby Village Hall the venue for the next meetings would be stated on the Agenda.
